Build a Website

Dear All, I'm looking for a freelancer to build a website similar to freelancer.com with less details *The website should NOT have: 1. Money transfer function (Credit Cards, Wire Transfer...etc) instead there should be a manual balance management which allow the administrator to add or withdraw balance from users. 2. Hour rate projects. 3. Contest. 4. Urgent, Featured...etc (except sealed which is required). 5. Premium users accounts. 6. Certifications. *The structure of the website should contain (but not limited to) the following: 1. Projects (where users can create and edit projects and find freelancers) 2. Work (where freelancers can search and browse projects and look at there bids and bookmarks) 3. User messaging center. 4. Notification area. 5. Administration page allow the administrator to manage the site including financial management. *The graphic design of the site should be good. *Each user account should be usable as an Employer or a Freelancer. *Users should be able to sign up using: Username, Mobile number, E-mail address or Facebook account. *Mobile friendly website is required as well. *‏‎It should be written in HTML5, PHP, jQuery and MySQL *Users privileges *High level of security *The site should be complete and ready to use, that you will modify your work until we are satisfied.
