Hi, my name is Ron Bowes and I have been a developer for over 20 years. I have developed many application similar to what you are looking for. I would suggest going to MSSQL Express instead of MySQL.. it is free, and is easier and faster to move Access to MSSQL instead of MySQL. I would also suggest using .Net. this is now portable to all platforms including Linux, and even MACs. I can be put into the cloud all though if you want to utilize the cloud to it's max you should use regular MSSQL on either Azure, or AWS. In any case it easy to start with Express and upgrade later. As for an estimate amount of time it would depend on what exactly you are looking to do. The posting is kind of limited on everything you want done. But based on what you posted I would say under 40 hours. I live on the east cost of the US, and I am available most of the time. If you are interested in working with me please send me a message. You may want to consider heroku or Amazon EC2 if you want to move to cloud and also provide a single sign-on for users to do real-time updates. I use heroku to host cloud based solution with Laravel and AngularJS and with JWT tokens as opposed to session cookies which are very unreliable these days. I have minimized page load and my PageSpeed reads at 97% which is very good for a website with 70MB or source code. I can discuss if you want to listen.

Solution: Okay so from what I see you need help in getting rid of having to enter information in Microsoft Access and instead you want to have an online portal where you can have tables and cells and still be able to input information, but this time it will direct update into your mysql database ( the cloud) along with the creation of user accounts. This is possible to be designed with PHP and JavaScript along with MySQL. Many of the other submissions most likely will ignore the nodes that will be used when updating to the server database which will stress your servers and use up hosting space and speed. Greetings! I have been working as a .NET developer for around 7 years and have great knowledge in the field. My suggestion would be to deploy the website on a db from a server and if things go smooth and performance is ensure, migrate to the cloud. Also, the job is not too complicated and could be achieved. I would recommend some more improvements, but only if and after we start working.
