Write some Software Self-grading quiz software needed

We are a homeschool organization looking to acquire a self-graded quiz software program. Although there are other programs in existence, including free programs, we cannot use them because of their “terms and conditions of use”. We don’t want any restrictions, such as some say that you can’t profit, while one said that you can’t even use the word “ugly”, and most say that they can cancel the subscription at anytime without notice, etc. We also need to own the exclusive rights to the software because we plan on selling subscriptions or DVDs to it to recoup some or all of our original investment. The following is what we need: For each word, it needs to first have a “fill-in-the-blank” answer. Once a student fills in the blank, they need to answer 4 multiple choice answers about the same word. Each multiple choice shall be given 5 choices to choose from. It will be preferable that this all be on the same page to easily distinguish it from the next word. After each student answers the question, the software will need to self-grade each student’s answer giving “correct” or “incorrect” by each answer, and tally the score percentage. Each participating school will have administrators giving the quiz who will need to be able to either download a link to grade the quiz and tally of scores per membership prescription per quiz. This way they won’t have access to the words for the new quiz until we prepare them and make them available to the membership with a new password for each quiz. (We give the passwords per quiz, not a separate password per member.) Each administrator needs to have the ability to SHARE the results with us. As mentioned, we will have to have exclusive rights to the program, and the ability to sell it to our subscribers by membership download (possibly DVD or both). We do not have a large budget for this, so if you are looking for thousands of dollars to create it, there’s no need to reply; we would rather not get any bids at all rather than waste time ciphering through many high bids. We will simply go with the best deal.
