Until I don't see the data I am not sure if you really require L1 penalty. Addition to regularization, other hyperparameters also need to be tuned. to support L1 norm the choice of solver should be either liblinear or saga. And if everything is tuned properly, I believe you are struggling with the inverse regularization parameter. Let's see where the problem lies. I believe, it won't take more than couple of hours.
