.NET Click to Call (capture phone numbers on screen, overlay a button, submit http get with phone number to URL)

I need to develop a .NET Windows application that is similar to the Skype Click-To-Call Browser Tool Bar add in. The skype browser add in automatically identifies Phone numbers (formatted as NNN-NNN-NNNN or (NNN) NNN-NNNN (and other variations, etc) when they are rendered in HTML and adds a hyperlink so you can just click on the phone number to initiate a skype call to that number. I need an application that works similarly, with the ability to hyperlink HTML rendered through the browser (Google Chrome or Firefox to start). The application will simply grab the phone number and make a background (no browser activity seen) HTTP GET request to a URL that I provide. The URL will be in the syntax of [login to view URL] KEY POINT: In addition to capturing phone numbers from the browser (which I know is sort of straight forward) I also need the ability to Implement the same feature within Applications that are native to window. I know this is more sensitive and application specific, so we will begin the project with one application that is used for appointment scheduling. In particular this one piece of client management software is written in .NET for Windows. We need to detect when phone numbers appear on screen within the application (in certain pre-defined regions/areas of the screen GUI), capturing them, and offering a button near the phone number that will enable click-to-call functionality, when the user presses the button nearby the phone number it will submit to the URL above with the same syntax (in the background). In order to make this application dynamic for differet PCs using it, upon launching the application will only ask for 3 pieces of information, which need to be entered into the GUI, but are then stored in the config file. I also need a parameter in the .confg file that hides the ability for the user to change these details within the GUI, requiring them to manually edit the .config or .ini file. 1) Base URL 2) ClientID 3) Extension Number BUSINESS LOGIC: I will install this application locally on every machine that I wish to implement click to call functionality. The end result is that when the user see's a phone number presented on the screen, by some method whether it be a button next to the phone number or the actual text it self changed to be clickable (whatever technique works easier for us). When the user clicks the button this application sends a simple http get request to my url containing the phone number they intend to dial, the client id, and the extension. I don't need anything else to be done, but from there I already have existing software that interprets that HTTP request and triggers a call to that phone number, and also dials the clients provided extension #, bridging/conferencing the call so that the user does not need to manually re-key a phone number they see on the screen into the telephone.
