The scope is somewhat vague. If you are managing records and mails then I would recommend either using Excel as a front end, or Access. Then via VBA/OLE you can have this do the pre-processing of the records based on your known rules. This can then automatically email relevant information if needed. I tend to build my solutions in office, as the source code remains open, which prevents issues for anyone in the future. I have done various automation projects which have had to do similar things, but we would need to talk bit more so that I could converge/advise on best way forward. Feel free to ping me and I can guide you. I can give an overview of the approach once I better understand the scope. I can then firm up milestones etc. I prefer to clarify scope and expectations before committing to work. Note I do not subcontract the work out, I do all myself, and I also provide warranty on patent defects.
