Hi, I use .jpgs for modeling all the time, if you check out my portfolio you'll see BMW that is made from .jpg using its real dimensions I use Solidworks 2012 for that kind of modeling If you have any questions feel free to ask

If You have a reference measurement regarding the photo, when it is imported, it can be re-sized to fit the measurement and then work can begin based on that.
