The website is about my new Forex Signal Service which I want to launch.
I want it to look super-appealing, with nice images/video, great plugins, slides, great SEO, Woocommerce, a few digital products, quick loading, call to action, you name it. Nothing which is not great. I am ready to pay for plugins once they are great and necessary.
I have already Siteground hosting and some plugins (Woocommerce, Bloom, Monarch, Yoast etc) and chose/bought Divi theme of ElegantThemes, which is hence preferred, with their Divi site builder.
I wanted to do it myself, but saw with my zero skills in this field, it will take me months to finish it.
The site must be so appealing that visitors won't go anywhere else.
Included members dashboard would be good.
I have no details yet regarding the content; will work that out once I am clear; will take me some time.
Important is first to make the website like "ready" design-wise, and the content I can add later, when you tell me how.

Without any further informations, it is really difficult to precisely quantify the required number of hours. This is why I proposed a top limit (to avoid bad surprises).

I want to offer you some advice. You should write the content for your entire website first, otherwise it will never be finished. Many of the developer’s decisions derive from what is supposed to go on that page. If you decide you want something there later, then the developer will have to basically recreate the page from scratch. Planning is very important.
I tell you this because you are paying hourly. You will pay double or more without a specific plan. And no one can give you an accurate estimate for hours and cost on this project because you do not have any documentation yet. So this does not work:
