Define Windows User and Group Policy

Hi all, I have one project about the security base with windows 7 or Server and I need person who have an extra ordinary knowledge on active directory, Users and Group policy, Authentication and Assign permission on particular users and folders on basis of my requirement. I am just providing little more information that you can work on. So you get an idea about work and that will be helpful later as per Project will going on. So If you would capable I am going to hire you as soon as possible. Required Rules: 1) Cannot be access task manager even cannot see task manager and computer manage 2) Not able to see computer systems property 3) Users can only run three to five setup file at same time. 4) If users are using more than bandwidth let us know. 5) Users not able to copy and paste from his systems to ours and our systems to his systems 6) Users cannot be see the systems drive ( Ex: C main drive) 7) Users not able to see others users informations. 8) User must be standard 9) Also need Users Usage details report every month? 10) If programs are not in used we want that we can send the message on the screen to notified him. 11) User can only see Disconnected and lock tab from menu.
