Arduino setup/layout & programming

Looking for someone with experience setting up Arduino and programming needed. Task: Construction Design a multi antenna RFID reader that is low cost. You will need to purchase all the additional components to make a physical model. I will fund the extra parts but the Arduino itself (I assume you will have one to use for the prototype) Antennas need to be close to each other as shown in image [login to view URL] may use fewer antennas if possible as long as you can read each RFID on the each box. Max panel size is 7.50” x 11.00” and we need about 36 reading locations/antennas. Total cost of material should not be more then 30$, this includes the cost of the Arduino. Here is some data that might help: [login to view URL] Task 2: Programming; Data needed from the reader: which Reader (location) was activated and the RFID chip that was read Only activate when new RFID chip has been placed on the board. Any preexisting RFID chips on board are not important. Once both the location and Chip number has been read the Ardunio will run a specific audio. Example: RFID card gets placed on at the bottom left of the panel.
