Provide instructions to set up Arduino/ESP8266 toolchain with CMake in CLion on Windows 7

The overall goal here is to develop, compile, & upload rapidly from CLion which I find superior to any other IDE. Provide step-by-step instructions on how to set up a working CMake project with CLion in order to compile and upload a test "blink" Arduino project to (1) a generic Arduino Uno board and (2) an ESP8266 (running Arduino code) - must be CMake project (no PlatformIO) - should be able to compile & upload to generic Arduino Uno board - should be able to compile & upload to ESP8266 running Arduino - must work under Windows 7 - assume nothing is installed but Windows 7 (i.e., steps should include tooling setup like for example mingw or cygwin or whatever) - must help me through any issues that may arise (i.e., any error messages during installation) - only once procedure is proven and I have the setup working on my Windows 7 machine will I release funds
