Expose Government Fraud

I have many documents that clearly explain my concern. Essentially it is this: The City of Coral Springs Florida has not enforced the building code. Also, the overseeing agency Broward Count Board of Rules and Appeals (BORA) has conspired with the city of Coral Springs to enable unfiltered ventilation. I am attaching greater detail below. I have literally hundreds of pages of information that copletely support my claim. I think it would be best to speak prior to engaging in any efforts due to the volume of information I have. Below please find the essential details. Two of the issues have been remediated but there was not accountability for those who lied about it and then refused to enforce. Currently there remains one open item which is the lack of any ventilation at all for the location currently. I've sent multiple emails on this and am glad to share them along with the results of a Private Investigator who identified pedicures are being performed despite the City of Coral Springs pretending to inspect and claim that there are no pedicure services provided at the salon. I keep getting stonewalled and the county, city, and state have continued conspiring. The only recourse I see that I can have is with public opinion. I have been struggling with a challenge in the City of Coral Springs building department for quite some time. As I understand it, you may be the person that can mitigate this challenge. This is a long email with a lot of detail, and I thank you sincerely for looking into this matter. My wife, Dulce, and I own Cieladito’s Mexican Ice located at 7782 Wiles Road in Coral Springs. Our neighboring business (Main Street Salon) located at 7778 Wiles Road and operates as a beauty salon with what I claim to be insufficient ventilation and an incorrect Certificate of Occupancy. My concern that I present you today is that my food business continues getting significant chemical smells from 7778 Wiles Road. The chemicals have been unbearable, causing nausea, headaches, possible food contamination, and loss of my customers. I cannot imagine what it is doing to the customers of Main Street Salon or the workers there either. I have provided a list of witnesses that can verify the smells. I’m not asking for anything other than help to ensure accountability for the enforcement of State Laws and building codes for public health and safety. I am making claims in this email that are serious and implicate at a minimum, incompetence and at a maximum fraud and corruption. I do not make these serious allegations lightly. I realize the full gravity of the charge of fraud. I am saddened the City of Coral Springs has failed to act on the same details I am providing you. I have provided the city multiple opportunities to resolve this matter. Because the City of Coral Springs has failed to act, I must go through this effort to protect the health of myself, my employees, my customers, and the public in general. All documents and proof that I provide were obtained through my Public Records Requests from the City of Coral Springs itself. Unfortunately, Mr. Hernandez, the head building official for the City of Coral Springs has influenced others to believe that this is somehow personal between my neighbor and I. Additionally, Mr. Hernandez represents me as someone who is a nuisance for the City of Coral Springs. If/when you do reach out to Mr. Hernandez, I would simply request that the focus be entirely on building code, food safety, and public safety. Not Mr. Hernandez’ attacks on my character, honor, or motives. Mr. Hernandez will attempt to drive the conversation toward anything other than how 7778 Wiles does not comply with FBC Chapter 4 Section 403 (including table [login to view URL]) and FBC 111.1.1. If he does, you will know he is deflecting and trying to avoid the embarrassment of non-compliance which he has allowed to continue. Either the details I am providing you are fraudulent (which I swear to under penalty of perjury that they are not), or 7778 Wiles Road is not compliant with building code there really is no middle ground. Complaint 1. There never was a Change of Use at any time as required by FBC 111.1.1 and expected by the City of Coral Springs (See Attachment #2, #2a,2b) 2. Mr. Stoeger correctly found 7778 Wiles DEEMED UNSAFE PER FBC [login to view URL] & 116.2.1.3.2. (See Attachment #3) a. After Mr. Stoeger deeming 7778 Wiles as unsafe, Main Street Salon installed insufficient ventilation. There was only 170 CFM for 3 nail, 4 hair, and one hair wash station with the nail stations exceeding 12-inch distance as required per FBC Chapter 4 Section 403.1 Table 403.1.1 sub-paragraph h Section 502.20 (See Attachment 3a, Ventilation picture) b. Despite insufficient ventilation, Mr. Stoeger and Mr. Hernandez represented 7778 Wiles Road as being compliant. (See Attachment 3) 3. Mr. Stoeger has visited 7778 Wiles Road at least twice in June/July of 2022. Neither time did he find any problem with ventilation. Mr. Stoeger through Mr. Hernandez continued perpetuating that 7778 Wiles Road complies with FBC (See attachment 4) Request All I am asking for is an independent (not from Coral Springs) mechanical inspector to do either or both of the following 1. Inspect 7778 Wiles Road to determine if two 50cfm fans on the wall and one bathroom fan is sufficient for 3 nail stations, 4 hair stations, and one hair wash station. 2. Validate that the Warehouse Certificate of occupancy I provided is not authorized for a Beauty Salon and/or request current certificate of occupancy for 7778 Wiles Road directly from the City of Coral Springs itself to validate what I provided is accurate. By doing either or both of these, my entire complaint will be validated. I would be happy to pay a fee for the work to be performed. It should be apparent that I have been thorough in my research. I have significantly more information than I provided here, but what is here I think at least would warrant additional examination and proves my claims of non-compliance with FBC.
