Hello, I'm a long time C# developer who has an MSDN account and thus also an Azure account. I use it extensively to host sites there. I understand the problem space as I'm always keeping an eye on usage and billing. I can write the application in c# creating a web api interface to the Azure API and write either an ASP web dashboard that keeps you up to date.
