Create a SFTP script to monitor our Cloud service performance from Windows computers

We need a Program or script to move 2 standard files (10 Mb, 20 Mb) to and from a cloud based SFTP server on an hourly basis and log the results and time of the file transfer. When this script/program runs again, it should append the results to the log file. We will use a windows schedule to run this on an hourly basis. This solution should be able to connect to the SFTP server with a proxy server authentication, and also have the ability to deploy it without proxy authentication. We will copy and deploy this automation to our windows clients around the world to monitor the actual performance of our cloud solution. This should be a windows based solution and can utilize an installed WSCP program on the clients. (needs to work with window 7, and 10 versions) For security reasons, I can share the SFTP target and credential information, and our proxy information only after awarding the project.
