Provided the right topographical information, we can generate de DTM using QGIS. I am an expert Civil Engineer with a Master's degree in Hydraulic resources so, for sure, i can design the stormwater management system. We can use SWMM to do that. Only one doubt: -Will you need also the design of roads and urbanism?. This is not included in the scope but you are asking for a clear layout. I do not think is possible to get this done in less than one month. Let's talk about your project.
