HTML5/CSS3 Expert Needed-Website Optimization

1. We are seeking a proficient HTML5 and CSS3 expert to improve alummoottil.com. This website is purely HTML5 and CSS3 and there is no usage of javascript (except for google analytics) 2. Your task will be to optimize the performance of the website with the following objectives. a - Improve the website's loading speed b - Enhance its mobile responsiveness c - Increase the desktop performance (see performance report) from 46 to 100 d - Increase the mobile performance (see performance report) from 37 to 100 3. I do NOT want any changes to the existing look and feel. 4. I do NOT want any additional functionality. 5. Delivery must ASAP 6. The freelancer who is awarded must sign a Non Disclosure Agreement (NDA) and Intellectual Property Agreement (IPA). This will require you to supply your full name and email address because these agreements must electronically signed using DocuSign. If you have concerns about this requirement, please check with Freelancer before contacting us. This is mandatory and the requirement cannot be waived. 7. Please do not contact us with alternate technologies (such as wordpress, wix etc) or tools, and solutions. We are not interested in other technologies. 8. We have no specific budget in mind. We are open to all freelancers who can do the work effectively and at a reasonable cost. As such, we will not respond to queries asking us for what our budget is.
