Hello, I have more than 7 year experience of Google shopping. I will fix shipping rate problem for account. Since you mentioned that your account is already suspended so it will take minimum 72 hours(it may take some more time) to get account back in working. Please share Google merchant account access and Google adword account access. You need to make payment when shipping rate problem fixed and account active. Regards Manish
