I have worked a lot on those designs, and i have been designed 2 PCB-s for coin craft A1 chips from bitmine (originaly from innosilicon) one is working on 1th/s and second is working on 1.2TH/s.
Also i have a design fro A2 chips, which are scrypt based.
I spent more than 5 months on developing so my price is a bit over than you'r budget.
But i guarantee that my design is working.
I can show you pictures of design, source files etc etc.
The most important thing there is a low noise PCB design, because A1 chips are toleranted only up to 50mV of noise, anything below that will stop the chips and they will not work.
So i thing that simple PCB designer can't do this.
As i say i worked 5 months on this design, and it started working from 3rd time.
I was used LTC3811, and LTC3731 DC/DC converters to provide enough current and voltage to the A1 chips.
They are suposed to work on up to 0.85V, but in reall, they can't work on anything below 0.9V.
Also heating is a big problem, because 70% of the heat is going over PCB, and 30% of the heat is going over air. so good cooling system must be used....
