Make a 3D stl file or rlf file for ArtCam

Hi, I need a 3D design made in Artcam or a file supported by artcam like stl format but prefere a rlf file or art file for the job. I have a small statue that should be made 2.5D design. We intend to engrave it in a mold to make a medal. The design should be raised reliëf and about 4mm in depth Size should be around 200mm high and should be fine engravable. We can engrave up to 0.1mm details. This job should be done quickley and should be done with details. Please let me know the costs of making this in 3D or like I said 2.5D the back can be flat or hollowed out. I have uploaded and example file how we want it to look like and also the file "convert this to 3D" this is the picture of the statue we need converted into 2.5 or 3D My budget is around 100USD for this project, please do not bid if you can not stick to the budget!
