Build a Website

I need a good programmer to make me a website. I want to pay for each phase of the project instead of the whole amount. I also want to ensure that the website is not made by one programmer, but instead several independent programmers so that no single programmer will have a whole copy of the proposed program. I have some basics in websites programming but my main challenge is working with Myql data base. However, for this project, I want to hire for everything so that its profession instead of me making it myself. I dont want programmers who copy paste codes without knowing what they are used for. Some programmers go guessing and copy pasting useless codes that a website can function without, so I am very keen on that since i have programming basics. So, multiple bids are required on this order because i need several programmers, But each of them must be good in responsive and dynamic websites as it requires a lot of database querrying (Mysql).
