Technical proposal for the development of a health information system to be deployed to about 90 locations.
The proposed system will pull in data from a number of external APIs, accept local user input via a web application. This is intended to be an integration point allowing for the creating of reports and individualized dashboards ie a system for analysing the performance of various clinics through which quality indicators, performance indicators, inventory management, data transfer/storage and analysis can be done at a granular level.
The locations are dispersed with intermittent connection links therefore adequate solutions such as queuing systems, Postgres EFM with ro databases in the spokes should be considered. The system will be developed using open-source technologies such as Python, Java, React, SSL, D3JS, Highchart etc.
Each spoke location will have two servers. The servers at the spoke location could be active-passive or active-active - kindly present arguments to support your recommendation.
