I'm currently taking a look at a similar task assigned to convert excel file data to some other form suitable for analysis using machine learning models more easily, at the same time be scalable. I'd recommend using R, that has been the industry standard for over decade with interface to existing big data tools like Map Reduce,Hadoop, Spark to name a few. R, is both prototyping tool as well as developing final models to convert to base java, c++ or whichever platform is the base of your predictive engine on your site or application. This is also the fastest of all statistical tools with the latest state of the art packages like MxNet recently adopted by Amazon for its machine learning dreams in complete with Torch, TensorFlow etc. On the other side, you also can use these, depending on your number crunching requirements. I use a combination of these based on my needs (I'm a project associate at a university and use them to test my algorithms and work flows) and project needs on Linux. I've BID for TWo WEEKS, so we can get an idea of what is working and what isn't? Then, if you like we can go ahead with any long-term project.
