Service Delivery iPhone application

We need a service delivery app where a Customer pushes a button and a Service Provider comes to a location and delivers a service. Multiple services can be handled by this application. Customer pushes button “Deliver a Service” (3 to 5 additional icons can be shown to specify in detail the service request). Registered Service Providers get a message, an in-app message/push message on the same app, “there is a Customer X in City Y asking for a service”. These Service Providers can now answer to the in-app message/push message with a bid, they forward their price offer for that service. (They pay a fixed fee to do a bid, in-app payment/paypal/or subscription) The Customer receives all bids (price offers from the different service providers) and can select the service provider he likes. The selected Service Provider gets notified the others receive a negative answer (in-app message/push message). The selected Service Provider pays an additional fee as bid winner, in-app payment/paypal/or % on price) The Customer and Service Provider get each other’s real names and correct address and other information to deliver the service. Once a Customer is satisfied with the service delivered he can give the service provider a rating, 1 to 5 stars. The Customer can also establish a connection with that Service Provider to select him as fixed Service Provider for that service. So now each time the Customer pushes the “deliver a service” button, the fixed Service Provider is notified and delivers that particular service to the Customer. Service Providers need to register via a website to complete their profile for payments. Customers can also register via a website if they want to pay also for the service using the app. We need a complete IOS App together with the design (including help with the setup of the server side and put it in the app store). Let us know your price, delivery time and approach to make this app. Once the IOS app is finished we will need the android app as well.
