Debugging and improving site performance

Project budget is $100 US DOLLARS I'm a very small company looking for EXERT DEBUGGING developer with php, MySQL experience. My site is having major speed/response time when queries are started . I need to reboot the server many times. I require someone with EXPERT experience to debug and improve issues including: 1 - Response time on all databases (we have about 8) 2 - Reload time should be 1-3 seconds 3 - Databases should also respond in 1-3 seconds including keyword searches, etc. 4 - We have about 10 scripts running on the server and adding content daily.
