Animation software development - Stand Alone

Looking for a software developer that can design a software similar to \"GoAnimate\" but with no backgrounds, only color background of green. Need to have full movement of various characters with facial expression flexibility and various text to voice options. Program must have ability to import video and a timeline displaying both tracks simultaneously with option of a third video track. Program must have ability to import multiple audio tracks on same timeline. Program must have capability to combine an external imported video, program created green screen animation and audio tracks in a way that Camtasia does. Program must have ability to export to various formats (mp4, avi, mov) Preferred if could have ability to create custom characters as in Goanimate. Program should emulate functionality as in \"GoAnimate\" without the need for any backgrounds except the color green. I have an example of a finished video and can video tape all steps I have taken to create the example video so designer can fully understand my needs. Example and steps taken videos only released under confidentiality agreement and only after verbal communications with pending agreement to hire. Price is negotiable dependant on experience and proof of prior work via example of developed software relevant to this project. Completed project performed to satisfaction will have future opportunities for software upgrades and addons.
