Wordpress Photo Gallery

I need someone to create/tweak a photo gallery plugin for wordpress that functions similar to photosmash. But, since it's being discontinued I need to create something from new or tweak an existing plugin (nextgen or other). I need it for a contest. I already have next gen installed for other galleries and I need this particular gallery/album/? to behave differently than the others. - Contestants need to be able to upload the images with a Caption and description. I don't know if I need/want them to become a member of my site (currently I don't do that). - The gallery page should only show a thumbnail of the images. But, if the image is clicked on it should get it's own page with - I would like the images to show up by date submitted. - Stars should be shown below each of the images for voting (below the thumbnails and the image when people click on the thumbnail - A facebook "share" button should show up below the images. I want people to be able to share them. - I need to be able to moderate the images before they go live - On the upload page it would be nice to remind them of the contest guidelines (though not necessary). - Thumbnail size should be 230x230 - When they click the image to go to the page it should be 500px wide (height would depend on whether it's vertical or horizontal. - The page with the image should include the title of the image, image, and description. - I neeed to be able to select the part of the image to show up in the thumbnail (nextgen does this) I use NextGen for other galleries but can't seem to figure out how to apply certain settings to a particular gallery (or album???). AND, I don't think it does all this. BUT, if you can customize it to work in this way that would be great. I imagine that would be cheaper than starting from scratch. When replying please let me know the cost as well as your plan.
