Bootstrap based Registration & cookie based Referral system based on url

We want to implement a user registration & checkout with referral system on bootstrap. Each user who signs up for an account will be given a referral ID, such as 123. They can market that referral id as [login to view URL] If a new person visits that url and signs up, the referral id is attached to their account, and if they make a purchase, that referral id detail is shown in the main admin section. A cookie will also be created with expiry of 30 days so if the visitor returns and then purchases, their referral is still noted. You I will provide the skins for bootstrap. You must have good experience with bootstrap, and can work on a fast schedule. Using of outside resources is ok, just inform/ ask me beforehand as i will purchase it for you so you can finish project faster. Thanks.
