I can fully automate this for you in a Devops context, an Ansible control host will run in an AWS VPC, it will auto discover your entire EC2 inventory fleet, and then based on lets says for example, EC2 tags that identify your EC2 instances for specific user groups (tag key: usergroup, tag value: usergroupA), respective IAM policies for EC2 access can be created for each user group, based on those tag conditions(aws:PrincipalTag), and then the policies applied to IAM groups. All of this logic will be in an Ansible Playbook, (Ansible is an open source orchestration tool), which you can run manually or schedule to run via jenkins or any other automation server of your choice. In this setup all you are doing is maintaining the user groups and users in IAM, for access to your EC2 instance fleet.
