Help me complete an android app and its functionality

THE INTENDED FUNCTIONALITY The app is a simple and user friendly aurora forecast app. The main functionality is tho give users an alert (push message) when the KP-index reaches a ceirtan value or more. The KP-index is a scale that goes from 0 to 9 where 9 is the highest. The users will be able to choose a time period where they want the app to be active. This needs to be 24h time. For instance the user should be able to choose 20:00 - 02:00 where the app is active within the chosen time. I also want this current predicted KP-index to be shown to the left on the notification bar. This is a functionality that users should be able to turn on and off by choice. The app will get its informasjon from a txt file at NOAA`s website. This is the txt file: [login to view URL] . This document gets a new line every 20 minutes. The value i am looking for is underneath “1-hour predicted index”. This value needs to be rounded so that we get a single number value. THE DESIGN I have a design ready in android studio, and the ability to continue working with this even after you are done with this project. THIS IS WHAT I NEED HELP WITH Write the code that fetches the predicted KP-index Output the fetched value to android:id="@+id/latest_prediction_value_output_number_text_view" Create a functional push message based on the values above that says: “Predicted KP is now: [value]” Complete the spinner android:id="@+id/kp_spinner" and its functionality so that users can choose the KP index they want. I want the spinner to say for instance: “KP 5 - Cityname, Cityname and Cityname”. I need to be able to change the text without breaking the code. Create the ability to choose a timeperiod they want the alert to be active and make it work. (00:00 to 23:00) Code the notification bar functionality. There is drawables that can be used for this. All the settings should be saved when the user changes them. Save button should not be needed. SUMMARY I am looking for help with all this, but i still need the sourcefiles back when they are finished so that i can develop this app further myself. I am on a very strict budget since this is just a hobby. Please give me your offer and i will consider it. I am looking for a fixed price for this project.
