Put layout in PHP, MySQL

I have created a layout for a site, but I need someone to code it for me with all of the options that I want, and here they are 1. Able to add Pictures, Videos, Jokes etc to the site easily 2. After New Items are added to the site they will show up on the front page automatically 3. Able to add/remove links from the navigation bar 4. Easily monitor and rotate the advertisement on the site 5. Add a Comment Box to the site as well Also If I want to change the layout of the site someday it has to be easy to change. Well that is basically what I want my website to do so if you have any more questions just PMB me thanks. Only bid if you are serious about doing this project. ( Not sure how much this would cost to do )
