The project mainly involves html and php, both of which I have extensively programmed in. From what I can understand given the description, what you're looking for is something along the lines of a client handling system, where the clients are students, furthermore; you need a system with a backend for admins and the front end in control of the students. I have recently created a similar system, but it was for a blog where only users could input posts, but everyone else could access them.
