In RFP you have wanted “application must be web based with capability of being installed as hosted or on premise solution based on client needs”. For this condition to be met, I suggest we use ASP.net/SQL Server for web server based solution and C#/MS-Access for the on premises solution since PHP/MySQL does not have a compatible mode for the on-premises solution. We will create instant data synch between the on premises and web server solutions like we have done for our omni-channel ecom site. We have architected our solution such that the merchants can host their online shop AND have synchronised POS for their physical shop/s (could be more than one). Our system manages inventory whether the sale is happening online or offline. Online admin creates login ids for offline POS which connect for the first time to online database to authenticate. Then all transactions are offline with real time synch. In your case the POs could be created offline. POs are transferred to the respective manager for approval.
