Create .bat or .cmd file or Tool to achieve my target in windows 10 PC

I am interested to do this task. I have clearly read the task. I new shell commands in windows and any operating system. I am a full stack developer. I have experience on working on Visual studio too.

Hi. What to you mean "run the file through visual studio"? You have text file and in what way you want to process in Visual Studio?

I know how to do that. I can create a .bat file to do the job. I can do it and delivery to you today. It would be my first job, so i will be very responsable. :)
