Convert PSD to XAML file

Background for this project: I made a contest with a guaranteed winner, see under: freelancer.com/contest/contest.php?project_id=20802 Draft page design for Windows Phone 8 Only a freelancer has submitted a good design. But he has provided the result as a PSD file. In the job definition is clear: XAML, not PSD. Quote: "The result is a XAML file for further processing with Visual Studio, 2012." The PSD is completely worthless to me. Nevertheless the freelancer receives 490 USD. Conclusion: I will never again make a contest with a guaranteed winner. I now lose 490 USD and has yet to make a new order. Freelancer.com earned on both, the contest and the new order. This is unacceptable. Now I need a freelancer who is rewriting the PSD in XAML.
