Build an app to store car plates (JSON messages) in a DB and have a webapp to check information.

ICR WebApp is an App that can store plates detected by an LPR app (ALPR agent, you can check the documentation on their web)and store them on a DB for further investigation. We should connect as many feeds (cameras) as we want to the App. ICR WebApp should have a Control Panel to assign a temporal ‘location’ to each ‘camera_id’ (or camera) to be stored while JSON messages are being received until a new location is updated. ICR WebApp must recognize and store only one entry per car detected, since ALPR can send multiple JSON messages per car detected at the same moment, ICR should only store one occurrence until a certain time of minutes, to avoid multiple entries of the same car at the same time. Must store all plates detected from the ALPR agent. Must store all heartbeats from the ALPR agent Send an alert if no heartbeat in more than 10 minutes, or something that can be edited over the ICR App GUI. A GUI must be developed to get access and see some random reports and add functionalities in the future. Everything should be documented. We will use AWS infrastructure.
