As a progressive business, we're constantly working with multimedia content. Unfortunately, our current video file format stored in AWS's S3 isn't exactly what we need. At this juncture, we're looking for an experienced Python programmer with a strong background in video transcoding who can use AWS mediaconverter to truncate the file length to 5 seconds and then use truncated file as input and convert it in possible codecs, resolution, and framerate as per this doc.

We need the below codecs, resolution and framerates for specific filetypes.
MP4 (MPEG-4). codecs:- AV1 AVC (H.264) HEVC (H.265) , resolution:- 320*240, 640*480,1280*720,1280*1080,1920*1080,3840*2160, framerates:- 30, 60
MOV (Apple QuickTime). codecs:-AVC (H.264) MPEG-2 , resolution:- 320*240, 640*480,1280*720,1280*1080,1920*1080,3840*2160, framerates:- 30, 60
WebM:- codecs:- VP8, VP9, resolution:- 320*240, 640*480,1280*720,1280*1080,1920*1080,3840*2160, framerates:- 30, 60
below is the list of maximum resolutions for each codec,

Here's what we expect:
- Truncate a video file that is stored in s3 bucket using mediaconvert and upload the new truncated file (of 5 seconds) in the same bucket.
- Transcoding a truncated video file that's currently stored in S3
- The final output with possible combinations should get stored in another s3 bucket. The script should be capable enough to check if the output file is already present in the destination bucket (for any possible combination), it should not create a new output file for that combination.
Ideal Skills:
- Experience with AWS's S3 and Mediaconvert.
- Highly Proficient in Python
- Prior experience in video transcoding especially into AV1, AVC (H.264), and HEVC (H.265) formats.
