Bespoke Link Building Needed Long Term

Hi, I am looking for a long term bespoke link building campaign for an investment property/real estate website. Initially I need you to quote me what you will be able to do for the budget I am listing. Links have to be from related sites with PR and the page the link is on needs to have PR3 OR ABOVE. I am looking for links PR3 Upwards. I DO NOT REQUIRE DIRECTORY LINKS or ARTICALS. Links need to come from UK websites related to property and or investment. Pages with no more than 20 links are acceptable. I am looking for someone who will give me a mixture of Anchor text links plus links within content on a page too. This is a serious project for a market leading website so please do not bid if you do not have experience in this type of link building. Once we have finnished this project and I am happy with the result there will be a MONTHLY BUDGET an on going link building campaign! The link must meet the following requirements : - One way non-reciprocal links only. - Links must be PERMANENT - Links cannot include a rel=nofollow tag - No directory listing links - Links must not be from article directory like ezine - All links must be from from unique domains (two links from same domain will be counted as one) - Links should come from different C-Class IP's - Link page should be from English language sites only - All Links must be permanent, active and NEVER expire. - Link pages must be related to Property Investmemt and Real Estate - No links from fake PR pages - Links must be primarily on [login to view URL] and .[login to view URL] - Links must be in text, no graphics. - Pages which have better Alexa rank is preferable - No Flash sites or pages please - No free websites like Geocities etc - Links from websites that already link to my site will not be counted. - Must be manually submitted. No use of Automated software (e.g., Zeus, Arelis or others) - NO freely hosted sites -geocities, tripod etc. - No Scraped content, mirror sites, link schemes and sites overrun with contextual ads, popups, etc. - NO FFA, link farms, link-exchange programs, forums, guestbooks, porn, frame site, illegal sites, etc. - Linking page must not have more than 20 existing links per page - Links must be static and direct using anchor text and title tag - No "sponsored" links, advertisers, links, ads or similar - No sites using dynamically generated links, MouseOvers or other PageRank-hoarding tricks - All links should be free and not paid links (I don't want a monthly bill for these links) - All links must be indexable by Googlebot - No - rel="nofollow", [login to view URL] blocking, framed or cloaked pages, flash pages, etc. - All links must be visible and readable. (no hidden links please) - Links cannot be from framed pages - No JavaScript or redirect script - Link Page should be navigated directly from the sites homepage - Quality links are a key.
