Facebook promotion of page geared to writers and bloggers

I would like a Facebook expert to do a Facebook campaign for a new site that is geared to writers. This is a test project ($30)... so please let me know what you can offer to me for that budget, and depending on the results we get, we will do a much more in depth capaign.... which can last for several months... but need to proove to me first that whatever you do attracts interested users and generates traffic. I am interested in promoting this website among writers and bloggers. Only interested in true fans and likes... not any fake accounts... writers and bloggers interested in the content of the site.... not interested at all in a quick headcount that could get the site banned in Facebook... or likes from people who are not truly interested... and who will be responsive and visit the site. The site has some great content for writers so it will not be difficult to get writers to "like" the page or become fans of the page.... so if you know how to do this effectively.... please quote and i will send you the url of the site so you can give a more specific proposal.
