Multiple Arduino or similar microcontroller Wifi/Bluetooth network & communication

Hello, I need for a private event (as a game for my guests) a wearable containing microcontrollers (RS822 maybe?) communicating with each other in some kind of a network. The guests should be able to input data on a website and it should be stored on the microcontroller. When close to each other 2 guests' microcontrollers with same input (eg letter A) should be able to recognize each other and to give a signal like Led is on, a buzz or a signal. The guests should be able to adjust on the website the range for discovery in the network. On the microcontroller should be a button for being able to forget [login to view URL] the wearable of guests already met. I have a limited budget for that and I hope there is somebody who could help me..
