Scenario 1: The Directorate General of Traffic is liable for vehicle registrations. The Directorate plans to develop a new web-based system using which applicants would be able to register their purchased vehicles. Newly purchased vehicles must be enrolled within 30 days of procurement with the directorate. A newly purchased vehicle can be registered by an individual, an organization or both an individual and an organization. The web-based system also provides the options for transferring the ownership in case of old vehicles. The Directorate has identified a limit for maximum ownerships for individuals i.e. a maximum of 5 vehicles can be registered by an individual. Companies can register any number of vehicles under their ownership. The process of a new registration or ownership transfer starts with signing up on the web site the applicant’s login and enter the details of the vehicle in the online system. The system validates the details and issues an appointment to the applicant. If the vehicle to be registered is newly purchased the only owner is required at the time of appointment. In case of ownership transfer of old vehicles both buyer and seller must present at the time of appointment. An inspector at the Directorate inspects the vehicle during the appointment and issues a fitness certificate (for the old vehicles only) which is required for ownership transfer. The account officer at the directorate collects the transfer fee from the applicant along with the other documents and updates the records in the system.
