Create a website data scraper and get e-mail notification when a product inventory became available.

I want to build a website scraper that automatically and periodically scrape the Tesla Canada Inventory website ([login to view URL]) and send me an e-mail or text notification when a "New, Model 3, Postal Code V3N 1R6, 200 mile search radius" became available. Best to used free website scraping tool that I can install and run on my own computer such as Octoparse or Apify free of charge, but not a necessary requirement as long as your solution works. If its something that I need to install and run on my own computer, will need you to provide me with the program and tutorial necessary to get the script running. There are a few things I needed the program to do: 1) Have a mock trial run for cars that does have inventory every 12 hour so I know the program is running. 2) Have the program to scrape data for any Model 3 inventory every 5-10 minute and send me a e-mail or text notification right away when it became available. 3) Send me a notification every 12 hour about the Model 3 inventory event if there is no inventory so I know the program is running. Job will be paid once the program is set up and tested to run as needed after a 24 hour trial run. If there is a time limit to how long the program should run, it will be about 3 month, because then I will probably buy another car. Thanks.
