Wordpress Guru Needed for bespoke Theme!

I have a client who has a site build in html for the main part with php server side includes for the rest. Wordress is installed into a sub folder to handle the news section. The site currently has a html homage with a parallax interactivity which does't work properly on hand held devices. What I need is: From the existing html/css/jquery and javascript website, a Wordpress theme created to exactly match the current site. I have all the raw site files to extract styles, images etc. etc. On top of this I need certain changes made for example a responsive, sticky, drop down nav added (the current site has no drop downs). I will need a homepage which has a parallax feel but non compromising, even if its just a background image in the div which scrolls at a slower rate to the content inside the div. I will also need the template to be flexible enough to a specified grid (although quite simple in its layout). It needs to be responsive and work on all devices, without fail - hence the site being changed in the first place. There will be development work need ongoing but what I'm looking for now is the theme built and installed on our cloud hosting. The homepage built to the content as specified, A single sample page of the 2 or 3 various page layouts needed. And the blank site structure built. I will then populate the content to the pages. I'm initially looking for a rough price on such a job (which I know is quite vague), but a more detailed brief and a link to the current site which needs changing will be given out to prospective applicants. If need be, I can put the design into a layered photoshop file for you to cut up, but when you see the site as it currently stands, there isn't much to it, mainly background colours and simple slick layout, which consists of a sticky Nav at the top, a header banner, a section for content, two side panels and a footer. Please can you send me through a few examples of your Wordpress sites where you have built the theme from scratch, your portfolio, an estimate for the work above and you hourly rates for future developments/projects. I need someone who I can then use going forward to make edits and possible future projects as and when they arise.
